Who is limited to part of the organization

Everyone else sees the whole organization, within their role. A scope on a region covers every site in it.

Loading your own structure

The structure is a plain table a data team can load from its own systems: one row per entity, region and site, each with an optional source system id (an athena department id, for example) so existing records can be mapped onto it. Units are never deleted; a retired site is marked inactive and keeps its history.
